Twenty-three state and local programs will receive funding from the U.S.
Department of Labor to enhance employment opportunities for people with
disabilities under an 18-month, $20 million Work Incentive Grant program.
"We must draw on the talents of all our citizens," President Clinton
said. "These grants will expand the ability of One Stop Career Centers to
deliver services to people with disabilities and widen their options for
advancement in the workforce."
One-Stop Career Centers are designed to provide a full range of
assistance to job seekers under one roof. Established under the Workforce
Investment Act of 1998 as a cornerstone of America's Workforce Network, they
offer career counseling, labor market information, training referrals, job
placement assistance and similar employment-related services.
"Experience has shown that we need to improve access to the one-stop
system and make it more useful for people with disabilities," Secretary of
Labor Alexis M. Herman said. "The programs we are funding today will be models
for the nation in achieving this goal."
Programs receiving the grants were selected on a competitive basis.
Those chosen for funding have involved community groups, educational
institutions, government agencies and non-profit organizations in building
effective partnerships aimed at serving people with disabilities and workforce
development.
The grants will enable the programs to develop a wide range of
innovative approaches for ensuring that people with disabilities can obtain
comprehensive employment services. Many will use grant resources to make One
Stop Career Centers more physically accessible and to train staff to work with
people with disabilities and address their barriers to employment.
The grants program stems from recommendations made by the Presidential
Task Force on Employment of Adults with Disabilities in its report "Re-charting
the Course." The report called for efforts to increase the employment rate of
adults with disabilities.
