Secretary of Labor Robert B. Reich today announced the
appointment of five new members to the Advisory Council on Employee Welfare and
Pension Benefit Plans.
The advisory council is a bipartisan group of 15 members
representing broad categories of interest in pensions. It submits policy
recommendations for the administration of the Employee Retirement Income
Security Act (ERISA) and advises the secretary on implementation of those
recommendations.
Carl S. Feen, representing the employers' category, has
worked as an estate and business planner and an employee benefit specialist for
Cigna Financial Advisors for 30 years. He also has served as vice chairman of
the Governors Council of Economic Advisors, where he was instrumental in
implementing the Economic Development Commission for the State of Connecticut.
Representing investment counseling is Thomas J. Healey, a
general partner at Goldman, Sachs and Company and head of the company's pension
services group. He brings to the council more than 20 years of private- and
public-sector experience in investment and financial matters.
Joyce A. Mader will represent employee organizations and
multiemployer plans. She is a partner at the Washington, D.C.-based law firm of
O'Donoghue & O'Donoghue and heads its employee benefits practice.
Victoria Quesada, a founding partner of a firm
specializing in employee benefit disputes, will represent the general public
(pensioners). Her previous experience includes working as a staff attorney at
the Department of Labor's Plan Benefits Security Division.
Representing actuarial counseling is Zenaida M. Samaniego.
She is currently the vice president and actuary responsible for individual
annuity product development and research at the Equitable Life Assurance
Society of the United States in New York. Previously she did financial
reporting and analysis, pricing individual annuity products and group pension
plan close- outs.
