Dear Mr. Bellantoni:

This is in response to your continuing hardship exemption request for American Federation of Government Employees Local 1904 DOD, LM File Number 503-452, for the fiscal year ending December 31, 2008.  Your request dated September 22, 2009 was received by the Office of Labor-Management Standards (OLMS) on September 23, 2009. A continuing hardship exemption request requires the requesting union to demonstrate that it cannot file Form LM-2 electronically without undue burden or expense.

You based your request upon the following information stated in your letter:

Your local’s president, ||| ||||| ||||||||||||||, who was the sole signatory for your LM-2 report, passed away in March 2009.  Since that time you have been working to obtain digital signatures for your new president, John P. Bellantoni, and new secretary-treasurer, Glenn McDonald.  You have been in contact with |||||||||||||| ||||||||||||||, the AFGE Headquarters IT Manager, to obtain digital signatures for your local.  |||||||| ||||||||||||||, who is the sole contact for processing digital signatures for AFGE, was out of the office for an extended period, but was expected to return in mid September, so you anticipate that your request for signature will be processed soon.

OLMS grants your continuing hardship exemption request for filing Form LM-2 electronically for the fiscal year ending December 31, 2008, based on the information provided, until October 30, 2009.  Your signed hardcopy LM-2 report has been received by the OLMS New York District Office.
