LM File No. 529-417

Frank Pellegrino, Business Manager
Plumbers Local Union 200
2123 5th Avenue
Ronkonkoma, NY 11779

Dear Mr. Pellegrino:

This is in response to your continuing hardship exemption request for the Plumbers Local Union 200, LM File Number 0529-417, for the fiscal year ending December 31, 2009. Your request dated March 12, 2010 was received by the Office of Labor-Management Standards (OLMS) on June 29, 2010.  A continuing hardship exemption request requires the requesting union to demonstrate that it cannot file Form LM-2 electronically without undue burden or expense.

You based your request upon the following information stated in your letter:

Your local acquired electronic signatures and made every attempt to comply with the requirement to file your Form LM-2 report electronically.  However, you have tried on multiple occasions to apply the electronic signatures to your Form LM-2 report without success.  Your many attempts to contact IdenTrust for technical support were also unsuccessful.

OLMS grants your continuing hardship exemption request for filing Form LM-2 electronically for the fiscal year ending December 31, 2009, based on the information provided, as your attempts to apply the electronic signature, as well as your contact of IdenTrust for assistance, were unsuccessful.  Further, you filed a paper copy of your Form LM-2 report with OLMS on March 12, 2010.

If you have any further questions about filing Form LM-2 pursuant to the hardship exemption, please call 202-693-0123 and reference your organization’s LM file number.

Sincerely,

Andrew R. Davis, Chief
Division of Interpretations
  and Standards
