DIRECTIVE

U.S. DEPARTMENT OF LABOR

Office of Federal Contract Compliance Programs

______________________________________________________________________________

Number: 314 Date: September 5, 2013 ADM Notice/Rescission

______________________________________________________________________________

  1. SUBJECT:

    Notice of Rescission

  1. PURPOSE:

To rescind Directive 274, Outstanding Partnership and Liaison (OPAL) Award, issued March 15, 2007, and Directive 282, Good Faith Initiative for Veterans Employment (G-FIVE), issued July 17, 2008.

  1. BACKGROUND:

OFCCP strives to recognize Federal contractors that exemplify the agency’s mission by promoting equal employment opportunity and affirmative action in strategic and creative ways. In the past, OFCCP has done this by awarding the OPAL award to outstanding Industry Liaison Groups (ILGs) that sponsored activities which substantially impacted or enhanced equal employment opportunity. Additionally, OFCCP provided a G-FIVE rating to federal contractors that successfully achieved certain criteria that evidenced a strong commitment to the employment of and affirmative action for covered veterans under the Vietnam Era Veterans’ Readjustment Assistance Act, as amended, 38 U.S.C. §4212 (VEVRAA). However, since these programs are nonoperational; Directives 274 and 282 are hereby rescinded.

OFCCP is currently exploring innovative ways of recognizing exemplary efforts in promoting equal employment opportunity and affirmative action and will issue guidance in the near future.
