  1. SUBJECT: Notice of Rescission


  2. PURPOSE: To rescind Directive 261, Exemplary Voluntary Efforts (EVE), Exemplary Public Interest Contribution (EPIC) and the Secretary of Laborís Opportunity Awards, issued February 2, 2004.


  3. BACKGROUND: In the past, OFCCP has recognized Federal contractors and community-based organizations that exemplify the agencyís mission of promoting equal employment opportunity and affirmative action in strategic and creative ways. OFCCP has done this through the EVE, EPIC and Secretary of Laborís Opportunity Awards programs as outlined in Directive 261. However, the authorization issued by the Office of Management and Budget for the collection of information related to these award programs expired on January 31, 2007 in accordance with the Paperwork Reduction Act. Therefore, Directive 261 is obsolete and is hereby rescinded.

    OFCCP is currently exploring innovative ways of recognizing Federal contractors and community-based organizations for their efforts in promoting equal employment opportunity and affirmative action and will issue guidance in the near future.


  4. EFFECTIVE DATE: This Notice is effective immediately.


  5. OBSOLETE DATA: Directive 261, Exemplary Voluntary Efforts (EVE), Exemplary Public Interest Contribution (EPIC) and the Secretary of Laborís Opportunity Awards, issued February 2, 2004.
