  2. Initial meeting or conversation held
  3. Do both parties have an interest in forming an Alliance?
    [If No - No further action]
  4. If Yes
  5. With ODEP establish goals and draft alliance
  6. Comments/review of the draft alliance by Executive Staff
  7. Clear agreement with Solicitor's Office
  8. Finalize agreement
  9. Establish signing date
  10. Work with the DOL Office of Public Affairs on a news release - ideally issue on the signing date
  11. Sign Alliance
  12. Establish Implementation Team to include both ODEP staff and Partner team members
  13. Hold Kick-off meeting with Implementation Team
  14. Conduct meetings throughout the year - at least three
  15. Prepare Annual Report
