The Emergency Management Center
(EMC) provides a framework for Comprehensive Emergency Management (CEM)
program throughout the Department of Labor. Committed to a culture of "EVER
READINESS", the EMC oversees Departmental response to a broad range of
potential disasters to ensure a complex-wide, integrated approach to emergency
management. Maintaining an administrative role in the implementation of DOL
emergency operations, the Emergency Management Center directs all matters of
Federal response planning, preparedness, and response/recovery.
Functions:
- Oversees Comprehensive Emergency Management System (CEMS) for
DOL sites, facilities and operations. Operates the Headquarters Emergency
Operations and Communication Centers.
- Directs the issuance of all policy, requirements, and
guidance associated with the Department's Comprehensive Emergency Management
System.
- Develops and implements policies, plans, and procedures for
the department's emergency response activities nationwide.
- Represents the Department, as appropriate, in activities with
other agencies to fulfill legally mandated multi-agency responsibility for
emergency management departmental.
- Ensures emergency management program integrity through
integration of all programs, systems, assets, capabilities, training, and
response.
- Serve as budget and staffing advocate for all emergency
management programs.
- Serves as interagency liaison for all emergency management
and national security program activities.
- Establishes, charters, and administers the Standing Emergency
Management Coordinating Committee and the Emergency Management Advisory
Committee.
LOGISTICS
AND SUPPORT
The Logistics and Support
team provides a wide range of high quality administrative services in support
of the Security and Emergency Management (SEM). Under a comprehensive program
of management support, the SEM personnel, procurement, contract, budget and
audit functions are maintained.

OPERATIONS
The Operations team maintains
responsibility for implementing emergency operations in support of Departmental
response to wide-ranging disasters.
- Manages Watch Office, National Office Emergency Operations
Center (EOC).
- Maintains 24-hour DOL point of contact for emergency
notifications, including unusual occurrences, incidents, and emergencies.
- Manages and conducts all National Office Emergency
notifications.
- Operates specialized equipment in support of EMC and EOC
operations.
- Supports meetings, and briefings, in the EOC.
- Maintains emergency reference materials. Supports Emergency
Management Team (EMT) operations.
- Manages and operates secure communications.
- Provides communication support to the Office of the
Secretary.

PLANNING, PREPAREDNESS, and INTELLIGENCE
The Planning, Preparedness, and
Intelligence team maintains a wide array of functions,
encompassing a broad scope of Labor emergency management programs. By promoting
the concept of disaster-resistant planning, the division oversees risk
mitigation efforts, standard operating procedures, on-going assessment and
evaluation of the DOL infrastructure, incident response, and emergency
operation training policies.
Responsible for ensuring that Emergency
Management Center contingency planning encompasses agency-wide emergency
management operating programs and providing liaison between Federal, state, and
local agencies. The Planning and Preparedness division:
- Plans and coordinates National Office and Regional emergency
management exercises.
- Plans, coordinates, and facilitates the DOL Emergency
Operations Training.
- Maintains DOL's emergency management master training schedule
and catalogue.
- Develops and coordinates training policy and implementation.
- Conducts Federal response planning and response activities
related to rescue and workforce development and the departmental infrastructure
(i.e., Initial National Response Plan).
- Develops emergency management policy consistent with other
DOL policies and Orders, other Federal requirements and plans, Presidential
Decision Directives and Executive Orders, maintains, and supports
implementation of all emergency management policy, manuals, technical
standards, and guidance.
- Establishes systems and measures for monitoring and
evaluating emergency management programs.
- Develops, coordinates, and maintains National Office and
Regional Emergency Response Plan and Procedures.
- Coordinates incident response at National and Regional
Offices with program and support offices. Sponsors/supports working groups and
subcommittees related to emergency management policy and guidance.
