The MOA is a document that describes the actions the State is taking to ensure that recipients of Federal financial assistance within its One-Stop workforce development system comply with applicable Federal laws related to nondiscrimination and equal opportunity (EO). State- and local-level staff and management within the system should be able to consult the MOA, in addition to the EO Officer, for help in determining what steps to take when they are confronted with an EO issue.
