The Director of the Department of Labor's
Office of Emergency Management (OEM) will ensure that DOL is
prepared for catastrophes - whether natural or man-made. To fulfill this
mission, OEM will draw upon the Department's resources, which have a crucial
role in supporting and aiding the nation's recovery from emergency situations.
Through a comprehensive, emergency management program of preparedness,
prevention, response, and recovery, the Department of Labor's Office of
Emergency Management is committed to a culture of "EVER READINESS" through this
culture of leadership and accountability. Labor takes a proactive approach to
Emergency Management for our employees and communities.
Functions:
- Develops and implements all policy, requirements, and
guidance for the Department's Comprehensive Emergency Management System
implemented at all DOL sites and facilities.
- Ensures that the Emergency Management System provides a
complex-wide comprehensive and integrated approach to emergency management,
including planning, preparedness, response, mitigation and recovery.
- Serves as budget and staffing advocate for department-wide
emergency management programs.
- Prepares and maintains plans and procedures for DOL National
Office response to emergencies and Emergency Management training.
- Provides an annual status report to the Under Secretary on
DOL readiness assurance.
- Assists and facilitates emergency management training,
including the Emergency Response exercises.
LOGISTICS
AND SUPPORT
The Logistics and Support
provides a wide range of high quality administrative services in support of OEM
program. It manages the OEM personnel action, procurement, contract, budget and
audit functions. In addition it provides a comprehensive program of
administration and management support services.

OPERATIONS
The Operations as a
crucial branch of the Department of Labor, Office of Emergency Management, has
responsibility for implementing emergency operations that support Departmental
response to address consequences of catastrophic events.
- Manages Watch Office, National Office Emergency Operations
Center (EOC).
- Maintains 24-hour DOL point of contact for notifications,
including unusual occurrences, incidents, and emergencies.
- Manages and conducts all National Office Emergency
notifications.
- Operates specialized equipment in support of OEM and EOC
operations.
- Supports meetings, briefings, and video teleconferences in
the OEM and EOC.
- Maintains emergency reference materials. Supports Emergency
Management Team (EMT) operations.
- Manages the Communications Center. Routes and distributes
all record message traffic.
- Manages and operates secure communications.
- Provides communication support to the Office of the
Secretary.

PLANNING AND PREPAREDNESS
The Planning and Preparedness,
under the control of the Office of Emergency Management, has a
wide array of responsibilities that encompass the broad scope of Labor
emergency management program such as; risk mitigation in the advance of
emergencies by promoting the concept of disaster-resistant planning, continuing
assessment and evaluations of the DOL infrastructure and vulnerabilities, and
conducting exercises in addition to interagency and intra coordination efforts.
The Planning and Preparedness is
responsible for ensuring that the Office of Emergency Management contingency
planning encompasses all of the department of Labor emergency management's
operating programs, and that they are in liaison between the DOL and other
federal, state and local agencies.
- Plans and coordinates National Office and Regional emergency
management exercises.
- Plans, coordinates, and facilitates the DOL Emergency
Operations Training.
- Maintains DOL's emergency management master training schedule
and catalogue.
- Develops and coordinates training policy and implementation.
- Conducts Federal response planning and response activities
related to rescue and workforce development and the departmental infrastructure
(i.e., Federal Response Plan Emergency Support Function and Mobilization
program).
- Develops emergency management policy consistent with other
DOL policies and Orders, other Federal requirements and plans, Presidential
Decision Directives and Executive Orders Issues, maintains, and supports
implementation of all emergency management policy, manuals, technical
standards, and guidance.
- Establishes systems and measures for monitoring and
evaluating emergency management programs.
- Develops, coordinates, and maintains National Office and
Regional Emergency Response Plan and Procedures.
- Coordinates incident response at National and Regional
Offices with program and support offices. Sponsors/supports working groups and
subcommittees related to emergency management policy and guidance (e.g.,
Sub-committee for Consequence Assessment and Protective Actions activities)
