The Department of Labor’s Office of Competitive Sourcing is responsible for planning, monitoring and evaluating the effective and efficient implementation of the Department’s Competitive Sourcing Program in consonance with Office of Management and Budget Circular A-76, the Federal Acquisition Regulation, and applicable federal statutes. Competitive Sourcing is one of the five key management improvement initiatives of the President’s Management Agenda. A major responsibility of the Office of Competitive Sourcing is to plan, monitor and evaluate the effectiveness of public-private competitions involving the Department’s commercial functions. The Office is also responsible for managing the planning and conducting of the Federal Activities Inventory Reform (FAIR) Act’s inventories of commercial and inherently governmental activities and for performing related reporting requirements as mandated by Public Law.

The Office of Competitive Sourcing is located within the Business Operations Center of the Office of the Assistant Secretary for Administration and Management. The Assistant Secretary, Mr. Patrick Pizzella, also serves as the Department’s Competitive Sourcing Official. Mr. Larry Clark serves as Director, Office of Competitive Sourcing.
