Arbitration Databases

Westlaw has several arbitration databases containing materials that relate to arbitration within the federal government. The most comprehensive database is Personnet Arbitration Multibase (PNET-ARB). The following individual databases are combined to make up PNET-ARB:

  • Arbitrators’ Biographies, ARB-BIO, contains biographical profiles of selected arbitrators whose decisions are reported in the Personnet Arbitrator's Decisions (ARB-DEC) database and who have participated in arbitration proceedings related to human resources issues involving federal government employees.
  • Arbitrators - Court Cases, ARB-CS, contains Federal court decisions related to arbitration issues for federal government employees. Selected coverage begins with 1978.
  • Arbitrators’ Decisions, ARB-DEC, contains decisions of arbitrators in proceedings related to issues involving federal government employees. Coverage of selected full-text decisions begins with 1973.
  • Arbitrators’ Statistics, ARB-STAT, contains statistical information listing the frequency of arbitrators' decisions favoring management or labor in proceedings involving federal government employees. ARB-STAT is comprised of a single document in table format that displays arbitrators’ statistics, arranged alphabetically by last name of the arbitrator. It allows the user to search within results for the name of a specific arbitrator, and the name is then highlighted in yellow. The statistical information is compiled solely from arbitration decisions contained within the Arbitrators’ Decisions (ARB-DEC) database. At present, statistics dated May 02, 2005 and November 09, 2005 are available.

Note: There are also print resources concerning labor-related arbitration available for use in the Wirtz Labor Law Library:

  • BNA Labor Arbitration Reports provides full-text arbitration decisions and recommendations. Each volume provides an index to awards by arbitrator and a table of cases. The Law Library has volumes 1 (1946) - 119 (2004).
  • CCH Labor Arbitration Awards provides the arbitration awards published in the monthly issues of CCH Labor Arbitration Awards. Each volume provides a table of awards by party as well as by arbitrator, a topical index, and the text of the awards. 1961 to current is available in the Law Library.
