Title: Safety Standards Regarding the Recommendations of the Technical Study Panel on the Utilization of Belt Air and the Composition and Fire Retardant Properties of Belt Materials in Underground Coal Minin 

Abstract: The proposal will implement the recommendations of the Technical Study Panel for the Utilization of Belt Air and the Composition and Fire Retardant Properties of Belt Material in underground coal mining. The Secretary established the Panel in accordance with section 11 of the Mine Improvement and New Emergency Response (MINER) Act of 2006. The Panel conducted an independent scientific engineering review and recommended the changes in this proposal in its December 20, 2007 report. The Secretary is required to propose regulations consistent with the recommendations of the Panel not later than June 20, 2008, and issue final rules not later than December 31, 2008 under the Consolidated Appropriations Act of 2008.
