Title: Criteria and Procedures for Proposed Assessment of Civil Penalties  

Abstract: This final rule revises MSHA’s proposed civil penalty amounts to adjust for inflation in accordance with the requirements of the Debt Collection Improvement Act of 1996, using the formula specified in the Federal Civil Penalties Inflation Adjustment Act of 1990. MSHA is adjusting the following three civil penalties in 30 CFR 100: The maximum civil penalty, the maximum daily penalty, and the maximum miner smoking penalty.
