The key labor indicators on the four core labor standards and acceptable
conditions of work are organized into three aspects of compliance in a
given country:
- The first set of indicators focuses on assessment of the legal
framework relating to the core labor standard ("A" indicators).
- The second set of indicators addresses assessment of a government's
performance in implementation of
the core labor standard (both effort and effectiveness of
implementation) ("B" indicators).
- The third set of indicators involves assessment of overall outcomes
with regard to the core labor standard ("C" indicators).
Both the second and third sets of indicators measure outcomes, and they
are bound to overlap somewhat. The separation between the two categories
is maintained, however, out of consideration that users-including the
U.S. government-will sometimes want to make a judgment about a government's
performance (e.g., whether the government is "taking steps"
to correct deficiencies) and will at other times want to make a judgment
about overall conditions in a country.
