HIV/AIDS Prevention in the World of Work

ILAB Program

International HIV/AIDS Workplace Education Program

Region/Country

Cambodia

Project Duration

May 2003 – April 2007

Funding Level

$431,085

Problem to be Addressed

The HIV infection rate in Cambodia is the highest in Asia.  Despite the recent declines in prevalence among higher risk groups, it remains higher than that of its neighboring countries.  The worst affected population category – the 15 – 49 age group, constituting nearly 94 percent of all reported cases – is also the working and economically active segment of society.  Fear, social stigmatization, and workplace discrimination are common and inhibit traditional prevention and education efforts from reducing the infection rate.

Targets

Ministry of Labor and Vocational Training (MOLVT); labor inspectors; trade unions; employer groups

Project objectives

To reduce the HIV/AIDS risk behaviors of employees and families in the targeted enterprises and to reduce the level of workplace discrimination against persons living with HIV/AIDS.

Summary of Activities

  • Establishment of HIV/AIDS policies and programs in targeted workplaces.
  • Implementation of mechanisms for the referral of existing care and support services including home-based care, VCT, etc.
  • Training of a core group in the Department of Labor Inspection and Occupational Health Center in the basics of peer education and HIV/AIDS, gender, human rights, etc.
