Technical Cooperation Project Summary

Project Title

Protecting Children from Exploitive Labor through Education Solutions (PROSOL)

Region/Country

AFRICA/Angola

Project Duration

September 30, 2005 – October 31, 2006

Fiscal Year & Funding Level

FY 2005: USD 521,206

Problem to be Addressed

Four decades of war have disrupted all aspects of life in Angola. The country’s infrastructure is severely damaged, especially the government and social structures that protected children and their families. Although the war in Angola has ended, its aftereffects continue to exact a harsh toll on children. The lack of education, and more specifically safe schooling, makes children susceptible to being involved in private and commercial farms and mines. Poverty is the driving force behind children’s inability to attend school, leaving them vulnerable to the worst forms of child labor (WFCL). In 2005, United Nations Children’s Fund (UNICEF) reported that 22 percent of children in Angola between the ages of 5 and 14 were engaged in some form of labor.

Results

Completed situational assessment.

Project Objectives

To reduce the number of children engaged in the worst forms of child labor by providing access to non-formal educational opportunities to out-of-school youth and supporting children already enrolled in primary school to complete their education.

Immediate Objective:

  • Conduct research and raise awareness at the community, provincial, and national level of the negative effects of exploitive child labor and the benefits of education by engaging all stakeholders.

Summary of Activities

  • Conducted a comprehensive baseline assessment of the incidence of exploitive child labor in the provinces of Benguela and Kwanza Sul; and
  • Facilitated government dialogue at the national and local levels on child labor, particularly its worst forms, and the benefits of education.
