Problem to be Addressed

There is no internationally agreed upon statistical definition of child labor, which complicates the task of preparing comparable, credible, and unambiguous estimates of child labor across multiple countries.

Project Objectives
  • Increased comparability between countries;
  • Increased credibility of child labor estimates at the country, regional, and global level;
  • Enhanced capacity of governments to measure child labor in their countries using definitions and methodologies that are acceptable by global standards.

Summary of Activities
  • Develop background papers on the various methodologies and definitions in use to measure child labor;
  • Review data collected on children’s activities from various types of surveys;
  • Conduct a web-based forum to disseminate draft papers and reports on child labor to a wider international audience;
  • Develop a technical report and draft resolution on child labor statistics to be placed before the 18th ICLS and for consideration by international experts, governments and ILO constituents at a series of meetings organized by the ILO;
  • Develop guidelines on data collection for implementing the suggested new international statistical standards on identification of child labor;
  • Conduct follow up efforts with governments to ensure eventual adoption of the draft resolution at the 18th ICLS.
