Problem to be Addressed

Estimates of the prevalence of child labor show an encouraging reduction in child labor in many areas of the world. The number of child laborers globally fell by 11 percent during 2000-2004, while that of children in hazardous work decreased by 26 percent over the same period. It is particularly significant that the decrease is occurring most sharply in the area of hazardous work by children. However, robust empirical evidence relating to the impact of policies and programs on child labor remains limited.

Project Objectives

Development Objective: Contribute to the progressive elimination of child labor by improving understanding of the effectiveness of programs addressing child labor.
Immediate Objectives:

  • By the end of the project, the evidence base on CL program impact will be extended through initial data collection for comprehensive CL impact evaluations and through modular impact evaluations;
  • By the end of the project, capacity in CL impact evaluation will be strengthened through development of replicable impact evaluation protocols and targeted training; and
  • By the end of the project, access to information on impact evaluation methods/results in the area of child labor will be increased through the establishment of a web-based knowledge center.

Summary of Activities

  • Inventory and review of child labor programs and impact evaluations;
  • Initial data collection for child labor impact evaluations;
  • Modular child labor impact evaluations (of programs with a bearing on child labor);
  • Capacity building on child labor related impact evaluation; and
  • Dissemination and use of information through established knowledge center.
