Problem to be Addressed

According to the ILO, approximately 12.3 million people were in forced labor situations in the world in 2005.  The majority of individuals trapped in forced labor (7.8 million) are in forms of economic exploitation other than commercial sexual exploitation (CSE), while 1.4 million are estimated to be in CSE and 610,000 are estimated to be exploited in both CSE and other forms of economic activity.  In recent years, the international community has increasingly focused on the problem of forced labor in economic activities other than CSE.  The U.S. government, as directed by Congress through the Trafficking Victims Protection Act and other legislation, continues to increase its attention to this issue.

Project Objective and Summary of Activities

To expand the body of knowledge on forced labor in the production of selected goods in seven countries, leading to policy recommendations and improvements in DOL’s capacity to monitor and combat forced labor.

This objective will be achieved through:

  • Design of appropriate research methodologies;
  • Execution of qualitative and quantitative research on the causal factors of forced labor and the overall scale of forced labor in the production of selected goods;
  • Formulation of policy recommendations based on findings; and
  • Wide dissemination of findings nationally and internationally.
