Problem to be Addressed

Nine USDOL-funded IPEC projects will be audited by the ILO External Auditor.

Project Objectives

The main objectives of the third round of audits are to:

  • Form an opinion on whether the financial transactions reflected in the Financial Status Report (SF269) are presented fairly and in all material respects in conformity with generally accepted accounting principles as applied by the United Nations System of Accounting Standards;
  • Determine whether the project is complying with all of the terms of the relevant cooperative agreement; and
  • Assess the reliability of the performance data reported on the project’s most recent technical progress reports through one or more visits to project field sites.

Summary of Activities

  • Audits shall be conducted in conformity with the Common Auditing Standards of the Panel of External Auditors of the United Nations, the Specialized Agencies and the International Atomic Energy Agency and with the terms of reference to be negotiated among the USDOL, the ILO and the External Auditor
  • The auditor shall assess the risks represented by all USDOL project level concerns in the areas of financial management, GPRA performance data and compliance with applicable USG and ILO regulations when planning the audits, and will conduct audit fieldwork and report on all such USDOL concerns which are assessed at more than a low level of risk
  • The auditor shall be the External Auditor of the ILO (currently the NAO), who shall be completely independent and solely responsible for the audits
  • The auditor will submit information that is sufficiently detailed to enable USDOL and the ILO to understand the problems identified by the auditors and take appropriate corrective action
