Technical Cooperation Project Summary

Project Title

Combating Trafficking of Women in Moldova

Region/Country

EUROPE/Moldova

Project Duration

September 2004 - September 2008

Fiscal year & Funding Level

FY2004: $1,250,000

Problem to be Addressed

It has been estimated that over 1 million Moldovans (or 1/4 of the population) are working abroad, many illegally, in order to support themselves and their families.  Over 1,000 have returned to Moldova as self-identified victims of sex trafficking.  Unfortunately, without reintegration and assistance services, victims are highly likely to be re-victimized.  Young women from rural areas and of low-income levels are also considered at-risk of being trafficked due to a lack of sufficient job opportunities for them in Moldova.

TARGET POPULATION

Female victims of trafficking and young (16-25 years old), rural women at high-risk of being trafficked, especially 16-18 year olds.

 Project Objectives

To help reduce the risk of trafficking for Moldovan women in rural areas by contributing to young Moldovan women’s attainment of sustainable livelihoods:

  • Access to the labor market is increased for young Moldovan women
  • Young Moldovan women’s capability to live independently is improved.

Summary of Activities

Local NGO, public and private partners offered employment-related services to individual victims and at-risk women, including:

  • Career preparation and counseling (or referrals to such services)
  • Market-driven vocational skills training
  • Job placement assistance, apprenticeships, or internships
  • Awareness-raising – Information about the hazards of trafficking,  how to seek work safely abroad, and how to get help securing legitimate work and social support in the rural areas.
  • Youth networks – Strengthened to provide economic empowerment, life skills training, and peer group support.
  • Capacity-building training/assistance for partners: administrative, financial, programmatic, team-building, outreach and coordination
