Supporting the National Policy and Program Framework for the Elimination of the Worst Forms of Child Labor (WFCL) in Lebanon and Yemen: Consolidating Action against the WFCL

Problem to be Addressed

Lebanon and Yemen both successfully participated in first phase country programs to eliminate child labor, yet child labor remains a significant problem and the worst forms of child labor (WFCL) persist in both countries. 

Results

Lebanon: The project withdrew 1,015 and prevented 3,027 children from WFCL.  Children were targeted in the following provinces and sectors: the northeastern and southern suburbs of Beirut (informal urban economy); South Lebanon in Muhaffaat el-Nabbattiye (seasonal commercial agriculture) and Saida (fisheries); and in North Lebanon, including Tripoli (informal urban economy), Akkar, and Beqaa (seasonal commercial agriculture).

Yemen: The project withdrew 1,143 and prevented 453 children from WFCL.  Children were targeted in the following districts and sectors: Aden (fisheries); Hadhramout-Seyoon (rural child labor); and Sana’a (working street children).

Project Objectives

Contribute to the elimination of the worst forms of child labor in Lebanon and Yemen.

Intermediate objectives include:

  • Relevant governmental agencies, civil society organizations, workers, employers and international donors undertake coordinated actions to eliminate the WFCL in Lebanon and Yemen within a coherent legal and institutional framework; and
  • Reduce significantly the incidence of selected WFCL in targeted area.

Summary of Activities

  • Created an enabling environment to harmonize legislation, build national institutional capacity, strengthen enforcement and monitoring mechanisms, and raise awareness on the negative consequences of the WFCL; and
  • Implemented targeted, direct interventions to tackle the WFCL and prevent and/or withdraw children engaged in or at risk of engaging in WFCL through the provision of educational and other services.
