Problem to be Addressed

The new Master Plan for the Elimination of Child Labor of HNG/Nepal targets 16 worst forms of child labor to be eliminated in a seven-year period.  Child labor is deeply embedded in the cultural, social, and economic scenarios and history of Nepal.  The main determining factors are household poverty and the poor performance of the education system in preventing child labor.

Results

The project withdrew and prevented 77,450 children from work in portering, ragpicking, domestic work, the carpet industry, mining, and trafficking for sexual or labor exploitation.  The project targeted the 22 districts most severely affected by the problem. 

Project Objectives

Worst forms of child labor (WFCL) in Nepal reduced.

Immediate objectives include:

  • Greater parental and community participation in formal and out-of-school education of children removed from WFCL;
  • Quality and relevance of and access to non-formal education (NFE) programs improved for children removed from or at risk of WFCL;
  • Barriers to the success of children removed from or at risk of WFCL in formal school system reduced; and
  • National education policy dialogue reflects the needs of child workers and children at risk of becoming child workers.

Summary of Activities

  • Worked with District Education Office and partner NGOs to develop district plans and participatory system to address child workers and children at risk;
  • Formed and strengthened parent teacher associations, school management and vocational education committees to improve school and education quality;
  • Trained NFE trainers and facilitators to better address the needs of children at risk and child workers, including counseling; assisted government partners with the development and implementation of appropriate teacher training programs;
  • Developed basic life skills curriculum for out-of-school youth and developed learning materials that link NFE and formal education opportunities;
  • Linked participating school, communities and educational programs with social services that can help communities address the health and nutritional needs of poor children;
  • Designed and implemented baseline data collection approach for each educational intervention;
  • Supported the creation of a national coalition to combat abusive forms of child labor through education; held workshops, joint training activities, and exposure visits for policy makers and education planners; and
  • Conducted participatory planning and research activities to identify best practices that address child labor, and disseminated and shared best practices with stakeholders.
