Problem to be
Addressed

Concerns exist regarding the mandate, authority, professional status and career paths of Inspectors in the Ministries of Labor. A tradition of replacing technical level inspector positions with each change of government detracts from their objectivity and credibility, negates the value from previous training initiatives, and makes the Ministries less effective in carrying out their inspection responsibilities.

Objectives

  • Improve the effectiveness and transparency of Labor Inspectorates in El Salvador and Honduras.
  • Strengthen the civil service systems.
  • Improve the mandate and functions of the Labor Inspectorates.
  • Improve hiring and firing mechanisms.
  • Improve continuity in the workforce.
  • Provide civil servants with appropriate career track, incentives, skills, motivation and authority.

Summary of
Activities

  • Analyze career track legislation/policies within the Labor Inspectorates.
  • Create or identify requirements (e.g. course credit) for different levels of knowledge and experience for Inspectorate staff.
  • Work within Labor Inspectorate Staff to develop or revise position descriptions and performance standards.
  • Analyze together with the ministries to reform labor inspector personnel systems and develop civil servile and tenure track system.
  • Train labor inspectors and other personnel on operation of new civil service systems.
