Ensuring Benefits in the Formal Sector in El Salvador: Compliance with the Salvadoran Institute of Social Security (ISSS) laws

Problem to be Addressed

Currently Article 29 of the Social Security Law of El Salvador establishes that the payment to the ISSS for each worker (7.5% employer, 3% worker) be made to allow the worker access to the ISSS health care system, a more extensive system than the general public health care system. If an employer deducts the quota, but does not transfer the payment to ISSS, the worker is left without coverage.

Project Objectives

  • Improve the enforcement capacity of appropriate Government of El Salvador Agencies (ISSS)
  • Increase awareness among workers about how to verify that payments have been made to ISSS, and where to go if they discover problems with payment.
  • Increase awareness among employers regarding the process, and consequences of non-payment.
