December 27, 2007: Final Procedural Guidelines for the Development and Maintenance of the List of Goods from Countries Produced by Child Labor or Forced Labor
On December 27, 2007 the Bureau of International Labor Affairs (ILAB) issued a Federal Register Notice outlining final procedural guidelines for the development and maintenance of a "list of goods from countries that ILAB has reason to believe are produced by forced labor or child labor in violation of international standards," as mandated by the Trafficking Victims Protection Reauthorization Act of 2005.
November 8, 2007: Request for Information on Efforts by Certain Countries to Eliminate the Worst Forms of Child Labor
The Labor Department published a request for information on certain trade beneficiary countries' efforts to eliminate the worst forms of child labor. Responses are requested by December 7.
October 31, 2007: Tulane University Submits First Annual Report to Congress on Cocoa Sector Oversight
On October 31, 2007, Tulane University submitted to the U.S. Congress the First Annual Report on Oversight of Public and Private Initiatives to Eliminate the Worst Forms of Child Labor in the Cocoa Sector in Cote d'Ivoire and Ghana. The report highlights progress being made to implement the Harkin-Engel Child Labor Cocoa Protocol and is the first in a series of annual reports.

October 1, 2007: U.S. Department of Labor awards more than $54 million to eliminate exploitive child labor around the world
The funds will support new initiatives in 13 countries to provide quality basic education and vocational training opportunities for child laborers and at-risk children. Grant activities will also facilitate the collection of reliable data on child labor.

October 1, 2007: Proposed Procedural Guidelines for the Development and Maintenance of the List of Goods from Countries Produced by Child Labor or Forced Labor
On October 1, 2007 the Bureau of International Labor Affairs (ILAB) issued a Federal Register Notice outlining proposed procedural guidelines for the development and maintenance of a “list of goods from countries that ILAB has reason to believe are produced by forced labor or child labor in violation of international standards,” as mandated by the Trafficking Victims Protection Reauthorization Act of 2005.
The Federal Register Notice invites all interested persons to submit written comments on the proposed procedural guidelines, and provides instructions for submission. In order to be considered, comments must be received on or before October 31, 2007.
September 4, 2007: 2006 Findings on the Worst Forms of Child Labor released
The Labor Department today released its sixth annual report on the worst forms of child labor in 141 countries and territories that receive U.S. trade benefits. The report was prepared in accordance with the Trade and Development Act of 2000, which requires the President to submit an annual report to the Congress with respect to certain trade beneficiary countries' implementation of international commitments to eliminate the worst forms of child labor.

June 21, 2007: Solicitation for Cooperative Agreement Applications
ILAB announced that it will award up to $3.5 million to a qualifying organization or Association to carry out research on children working in the carpet industry in India, Nepal, and Pakistan.
June 14, 2007: Combating Exploitive Child Labor through Education Bidders' Meeting
ILAB held a bidders' meeting for potential applicants in Washington D.C. on June 14, 2007.
June 14, 2007: Solicitation for Cooperative Agreement Applications
ILAB will award up to $46.494 million in cooperative agreement awards to organizations to combat exploitive child labor in Bolivia, Cambodia, Colombia, Democratic Republic of the Congo, the Dominican Republic, Indonesia, Morocco, the Philippines, Togo, and Uganda. The deadline for submission is July 25, 2007.

This is a notice of intent to publish solicitations for cooperative agreement applications. Any amendments issued must be obtained through the Federal Register.
January 3, 2007: Compilation of research papers on child labor released
The Labor Department published Linking Theory and Practice to Eliminate the Worst Forms of Child Labor, a compilation of research papers funded by the Department to further the knowledge base on working children and inform the design of effective interventions to address the worst forms of child labor. The papers were presented at a research symposium in Washington, DC, on April 11-12, 2006.
