Question:
In the policies solicitation. DOL cites the successful experience in terms of the eradication of child labor in landfills. However the public policy was built upon an action program. Otherwise it would only been possible to establish general action lines, without incorporating the specificity that brings the implementation process. For example in the production of the protocols. Is it possible to incorporate in the policy proposal in specific cases (for example youth employment) some services as job placement to pilot the strategy and draw lessons from the field?
Answer:
The focus of this project is to strengthen policy and enforcement capacity to reduce child labor among vulnerable populations. However, as stated on the first page of SGA 12-10, "this policy-and-enforcement-focused project will complement a separate project to provide education and livelihood services to combat child labor among vulnerable populations in Ecuador and Panama."
Question: SGA 12-10 and SGA 12-11 - Annex G Audit Reports: What course of action does USDOL suggest for subgrantee(s) and/or subcontractor(s) that at the time of submission have independent financial audits in Spanish only? Following "ILAB Web Chat on FY 2012 Solicitations for Grant Applications â€" August 16, 2012", can applicants propose as subgrantee(s)/subcontractor(s) local organizations that don't yet have an external audit in English at the time of submission. However, the applicant will confirm that its subgrantee(s)/subcontractor(s) will translated all relevant audits within six (6) months of award.
Answer: Annex G must include a summary of external audit reports in English for foreign-based subgrantees/subcontractors that do not have audit reports in English at the time of submission. In addition, Annex G must include a copy of the external audit reports in Spanish. Upon request, Applicants/Grantees will be required to submit official translation of audit reports for foreign-based subgrantees/subcontracts.

Question: Will there be an extension due to the weather of last week?
Answer: DOL has published an extension for SGA 12-10 on Grants.gov. The deadline for SGA 12-10 has been extended to November 19, 2012. Unfortunately, it will not be possible to extend the deadline for SGAs 12-11 and 12-12.

Question: In the case of the pilot program of disabilities, what is the scope that DOL expected it to have? Also educational and production services, or may have a different logic, according to the specific program.
Answer: As stated in SGA 12-11 on page 3, the pilot program will "expand access for improved education and livelihood opportunities to families affected by child labor and disability which includes children: (1) who have disabilities and are working, (2) who work because of adult disability in their households, or (3) who have acquired disabilities as a result of child labor." Question: Concerning SGA 12-11, will USDOL want the applicant to use the Martin Torrijos Presidential decree or the constitutional law regarding the legal age for children to work in Panama?
Answer: The minimum age for employment in Panama is 14. Please see the section on Youth Employment on page 12 of SGA 12-11 as well as page 42 for the definition of "Acceptable Work". In addition please see the most recent TDA report on Panama http://www.dol.gov/ilab/programs/ocft/2011TDAbyCountryO-Z.htm for more information on the minimum age for work.
Question: For SGA 12-11: Can you confirm the type of bilateral agreements that exist between the USG and the Government of Ecuador and Government of Panama to support this initiative?
Answer: USDOL has received letters of support from the Governments of Ecuador and Panama for SGAs 12-10 and 12-11.
Question: For SGA 12-11: What is the targeted number of beneficiaries for the pilot initiative to expand access for improved education and livelihood opportunities to families affected by child labor and disability in Ecuador?
Answer: The SGA 12-11 does not indicate a required number of beneficiaries for the pilot initiative with families affected by disabilities in Ecuador. Page 7 of SGA 12-11 states that "the proposed pilot intervention in Ecuador focusing on child labor and disabilities must target families who are more vulnerable to child labor as a result of (1) a disability in the household, (2) children with disabilities and are being used in child labor, and (3) children who have acquired disabilities as a result of child labor."

Question: Regarding SGA 12-12, would DOL please clarify if detailed outputs-based budgets and budget narratives are required for all proposed subgrantees/subcontractors? Or would a line item for each subgrantee/subcontractor's costs in the Applicant's budget and an accompanying budget note in the Applicant's budget narrative met the SGA cost proposal requirements?
Answer: The cost proposal must include a general outputs-based budget, along with specific outputs-based budgets per each proposed subgrantee/subcontractor. In addition, the cost proposal must include a detailed budget narrative that corresponds to the outputs-based budget.
