Types of Certificates Issued Under FLSA Section 14(c)

Certificates under FLSA Section 14(c) are issued to employers on an establishment basis. Four different types of certificates are issued, depending on the type of business operated by the applicant:

• Work Centers (also known as community rehabilitation programs (CRPs))
• Hospital/Residential Care Centers (facilities that employ patient workers)
• Competitive Business Establishments (that are not work centers or an employer of patient workers)
• School Work Experience Programs (SWEPs)
