Work measurements that establish the standard for any job must be
conducted prior to the employment of workers with disabilities at special
minimum wages. As long as the job remains the sameusing the same type,
number and quality of supplies and equipment; using the same production methods
and conditions; and using the same quality and quantity criteria, no new work
measurements will be required. But, should any of these elements change, such
as the number of sheets or thickness of the sheets handled in the processing of
a mass mailing, a new work measurement would be required to establish a correct
standard.
It is a good employer practice to periodically review and confirm all
performance standards used as the basis to compute commensurate wages for
workers with disabilities. Employers must also retain the records that both
document and support the established standards.
