DECISION and ORDER

The issues are: (1) whether appellant sustained more than a 12 percent permanent impairment of the left lower extremity for which he received a schedule award; (2) whether he sustained an injury to his right lower extremity or upper extremities causally related to his July 18, 1992 employment injury; and (3) whether the Office of Workers’ Compensation Programs used the correct rate of pay in determining his schedule award.
The Board has given careful consideration to the issues involved, the contentions of the parties on appeal and the entire case record. The Board finds that the decision of the Office’s hearing representative, dated September 22, 1999 and finalized September 24, 1999, is in accordance with the facts and the law in this case and hereby adopts the findings and conclusions of the Office hearing representative.
The decision dated September 22, 1999 and finalized September 24, 1999 of the Office of Workers’ Compensation Programs is affirmed.
