DECISION and ORDER

The issues are: (1) whether appellant has established that he has more than a 15 percent permanent impairment of the right upper extremity; and (2) whether appellant has established that he was disabled after November 1, 1989 due to his accepted employment injury.
The Board has given careful consideration to the issues involved, the contentions of appellant on appeal and the entire case record. The Board finds that the decision of the Office of Workers’ Compensation Programs’ hearing representative, dated and finalized on October 10, 1996, is in accordance with the facts and law in this case and hereby adopts the findings and conclusions of the hearing representative.
The decision of the Office of Workers’ Compensation Programs dated October 10, 1996 is hereby affirmed.
