The issue is whether appellant has greater than a 50 percent permanent impairment of his left knee and a 50 percent impairment of his right knee for which he has received schedule awards.
The Board finds that the Office of Workers’ Compensation Programs’ hearing representative’s decision dated September 28, 1995 is in accordance with the law, facts and circumstances of the case and hereby adopts the hearing representative’s findings and conclusions.
Accordingly, the decision of the Office of Workers’ Compensation Programs dated September 28, 1995 is hereby affirmed.
