DECISION and ORDER

            The issues are:  (1) whether the Office of Workers’ Compensation Programs correctly found an overpayment of $580.38; and (2) whether waiver of recovery of the overpayment was properly denied pursuant to section 8129(b) of the Federal Employees’ Compensation Act.[1]

            The Board has given careful consideration to the issues involved, the contentions of appellant on appeal, and the entire case record.  The Board finds that the April 23, 1996 decision of the Office’s hearing representative is in accordance with the facts and the law in this case and therefore adopts the findings and conclusions of the hearing representative.

            The April 23, 1996 decision of the Office of Workers’ Compensation Programs is affirmed.
