Employees’ Compensation Appeals Board

____________

In the Matter of RONALD D. LINDSAY and DEPARTMENT OF THE ARMY,

PROVING GROUND, Yuma, Ariz.

Docket No. 96-1912; Submitted on the Record;

Issued August 17, 1998

____________

DECISION and ORDER

Before   DAVID S. GERSON, WILLIE T.C. THOMAS,

MICHAEL E. GROOM

            The issue is whether appellant established that he sustained an emotional condition causally related to his accepted employment injury.

            The Board has given careful consideration to the issue involved, the contentions of appellant on appeal, and the entire case record.  The Board finds that the April 8, 1996 decision of the Office of Workers’ Compensation Programs’ hearing representative is in accordance with the facts and the law in this case and therefore adopts the findings and conclusions of the hearing representative.[1]

            The April 8, 1996 decision of the Office of Workers’ Compensation Programs is affirmed.

Dated,  Washington, D.C.
