    The office of the Clerk of the Board at Washington, DC shall be open 
from 8:30 a.m.--5:00 p.m. on all days, except
Saturdays, Sundays, and legal holidays, for the purpose of receiving 
notices of appeal, petitions for review, other pleadings, motions, and 
other papers.
