EXECUTIVE SUMMARY REPORT
INTRODUCTION TO THE PIA
The Survey of Occupational Injuries and Illnesses (SOII) System annually
provides estimates of the number and frequency (incidence rates) of workplace
injuries and illnesses to the American public, Congress, other Federal
agencies, state and local governments, businesses, and labor. The SOII system
processes collected data based on logs maintained by employers for the
Occupational Safety and Health Administration.he Covered Employment & Wages
(ES-202) System provides national labor and economic statistics to the American
public, Congress, other Federal agencies, state and local governments,
businesses, and labor. The Covered Employment and Wages Program, commonly
referred to as the ES-202 program, is a cooperative program involving the State
Employment Security Agencies (SESAs) and the Bureau of Labor Statistics (BLS)
of the U.S. Department of Labor.
The SOII System annually processes information on the number and
frequency of nonfatal injuries and illnesses occurring in the workplace. In
addition to these data, the system provides descriptive case information,
including the demographic characteristics of the injured and ill workers, for
the more serious incidents, those that require at least one day of recuperation
away from work. Government policy-makers and regulators, along with private
industry corporations use SOII data to help develop safety and health
standards; to monitor work hazards; and to allocate resources for prevention
and inspection.
System Users are located in the Bureau's National Office in the Postal
Square Building, the BLS Regional Offices, and State occupational safety and
health agencies. The Federal/State Cooperative Program grants participating
States' users limited access to the SOII system-using the system, State users
conduct a number of survey processing accitivities, including sample
maintenance activities, along with data entry, editing, and review.
State and Regional staff review the data that are collected via mail. A
Powerbuilder client-server application (OSHIDC) is used to enter, update, and
edit the data. After data are entered in the local PC using the application,
data are uploaded to a central database management system for further
processing on an ongoing basis. Using the SOII system, BLS national office
users perform statistical analysis on data, prepare estimates, and generate
publication tables, including press releases, summaries, and an annual
bulletin.
PIA Approach
The information for the PIA was gathered from the designers of the
database, from members of the BLS security group, and from the SOII System
Security Plan.
PIA Results and Summary
Since the SOII system is following normal DOL security requirements, and
does not contain any PIA data, no problems were identified with the system, and
no mitigation actions are recommended or needed.
