The OCIO guides and supports Agency IT investment PMs through the DOL CPIC process (i.e., Select, Control, and Evaluate phases) for their IT investments. To this end, the OCIO provides access to and training on an IT investment portfolio management tool called eCPIC and has developed a detailed CPIC Guide that helps PMs manage their investments through the CPIC process. The OCIO oversees the preparation and submission of Office of Management and Budget (OMB) Exhibit 300 IT investment business cases, in accordance with the annual Federal budget preparation process as described in OMB Circular A-11, Part 7.
The OCIO has established a hierarchical IT investment
governance structure for the review and
management of IT investments within the Department.
