When Americans hear the term "business," the image that often comes to mind is retail. In fact, retail trade is the second largest industry in our economy, both in number of establishments and number of employees. One in six workers is employed in retail trade. All Federal Reserve Districts report very tight labor markets for retail workers.

Participants at the National Skills Summit presented a cohesive and clear two-part message. First, the industry suffers from a lack of sufficient recruitment and training. Second, workers are unwilling to look at retail as a viable career option rather than a short-term job. Summit participants stressed the need to use school systems to recruit trainees and present employment options as early career choices. As the following practices indicate, formerly excluded and underserved populations offer another avenue to retailers who wish to replenish their supply of able and committed workers.
