As the Federal Government moves increasingly towards devolution of funds and programs (i.e. Block Grants) to States and municipalities, States assume more and more responsibility for the design and administration of social programs. In addition, social policy development and implementation is now regional. States have been given flexibility in determining which social goals to focus on and how to best meet them. This results in a State by State variance in the degree to which these responsibilities are further devolved to the municipal level.
Though the Federal Government's intentions are enhancement of services to the least advantaged, the political climate of the communities to be served impacts the success and equity of the emerging programs. The Federal Department of Labor needs to ensure that community based organizations (CBOs) and non-governmental organizations (NGOs) have the ability to contract directly with the Federal Government when a locality's political climate is not deemed conducive to efficient and effective delivery of service.
