Julius Ware II (pictured above) on May 16 was one of the first two veterans in the country to sign up for the new joint Department of Labor and Department of Veterans Affairs program that seeks to retrain 99,000 veterans for high-demand jobs.
Carolyn Blackburn was also one of the first two veterans in the country to sign up for the new program.
