11 Separate from the work of the Secretary's Task Force, the agreed upon "Protocols of the Special Task Force on Alternative Dispute Resolution," co-chaired by labor, management and neutral leaders has carefully studied these issues and has useful guidance on selection and performance of arbitrators and mediators. These "Protocols" are reproduced in Appendix H of this report.
