ILAB's former Division of Immigration Policy and Research was an active participant within the Administration in the formulation of U.S. immigration policy, playing the lead role in the assessment of the labor-market consequences of immigration proposals and legislation. Additionally, as a result of the 1986 passage of the Immigration Reform and Control Act, the Division had the responsibility for evaluating the labor-related impacts for a series of Presidential reports-those on employer sanctions and the legalization program, as well as the triennial comprehensive reports on immigration. In support of its increased research responsibilities, the Division instituted a contract research program on immigration and labor force issues. The activities of the Division of Immigration Policy and Research were disbanded in 2003.

The Administration conducted two special surveys of unauthorized migrants
who legalized through the Immigration and Reform Act of 1986. The first of
these was conducted by the Immigration and Naturalization Service in 1989
