My dear Mr Secretary:

My own judgment is that it would not be wise for us at present to intervene in the situation complained of by Mr. Cowan and referred to in your letter of October twenty-third, but, as you know, I will always be inclined to yield to your judgment and follow out any plans that you might suggest.
