My dear Mr. Secretary:

I have learned to have the utmost confidence in your judgment and therefore gladly accept your suggestion that Mr. Ethelbert Stewart, of Illinois, be appointed to succeed Doctor Meeker. This being a recess, it is not necessary that the nomination should go to the Senate, and I would be obliged if you would have mad out and sent to me the proper form of commission for Mr. Stewart.
