My dear Wilson:

Would you be generous enough to look over the enclosed, at least casually, and give me your advice regarding it? I do not want to get this federal employment business complicated or mixed up in any way, but would like to know your judgment as to the suggestions of the Civil Service Commission contained in the memorandum enclosed.
