My dear Mr. Secretary:

I am very much obliged to you for sending me a copy of your reply to the memorandum from the British Embassy to the Secretary of State with regard to the dessertion of seamen from British merchant vessels in United States ports, and I want to say that I think your point of view os entirely justified.
